Grain handling facilities face a unique set of risks that can turn routine operations into emergencies. Fires, explosions, entrapments, chemical spills, power outages and severe weather are all hazards that can escalate quickly without preparation. Effective emergency planning, training and response can make the difference between a controlled event and a tragedy.

This issue was at the center of a presentation titled “Emergency Preparedness and Response” at the CONVEY‘25 conference in Omaha, NE.

The session was led by John Lee, safety, health, and environmental services director for the Grain and Feed Association of Illinois; Joe Mlynek, president of Progressive Safety Services Inc.; and Jared Roth, senior director of safety and compliance for Bartlett. Each brought decades of experience in grain operations and safety management to outline how facilities can strengthen preparedness.

Building a Compliant Emergency Action Plan

The Occupational Safety and Health Administration requires every grain handling facility to maintain an emergency action plan under 29 CFR 1910.272(d). This plan must cover specific elements, including how emergencies are reported, the type of employee alarm systems used, evacuation procedures and routes, procedures for employees who must remain to shut down critical equipment, accountability methods after evacuation and training requirements.

For facilities with 10 or fewer employees, the plan may be communicated orally, but it still must meet every regulatory requirement. A binder that simply says “call 911” is not sufficient. A comprehensive program lays out responsibilities and clear steps to protect people and stabilize operations in any situation.

The consequences of failing to comply can be severe. In one recent case, a grain facility was fined more than $125,000 because it did not have an employee alarm system that complied with OSHA 1910.165.

Inspectors found that workers did not have access to a distinctive alarm that could be heard above normal operating noise. The fine reinforced the point that regulators expect facilities to meet every element of the standard and that gaps in planning can have serious financial and safety consequences.

Working with Emergency Responders

Engagement with local fire departments is essential. Grain handling facilities present unique hazards, and many responders are not familiar with silos, elevators and conveying systems. Preplanning visits give responders the chance to learn site layouts and risks before an emergency occurs.

The presenters stressed that outreach should not stop if local departments are slow to respond. Facility managers should continue to extend invitations and document those efforts. Again, a strong relationship with local responders provides a foundation for a faster and more effective emergency response.

Drills, Routes and Muster Points

Regular drills reinforce training and ensure that emergency action plans work as intended. Drills help identify gaps in communication and confirm whether alarms are audible throughout the facility. Evacuation routes must be clearly marked and posted, and muster points should be placed at a safe distance from elevators or other structures that could present secondary hazards.

Clear signage is equally important. Well-marked routes and muster stations allow employees to move quickly and decisively during an emergency. Facilities that fail to maintain signage or conduct regular drills risk confusion that can slow evacuation and increase danger.

Equipment and Accountability

Emergency response requires reliable equipment. OSHA regulations call for alarms that meet the requirements of 1910.165, fire extinguishers and first aid supplies. Facilities may also choose to add spill response kits, specialized detection systems and communication tools suited to their specific hazards.

Accountability procedures are another core element. Every plan must include a reliable system to account for employees, contractors and visitors once evacuation is complete. This can be done with paper rosters, sign-in logs or digital platforms, but the critical measure is whether the system can confirm quickly and accurately that every person on-site is safe.

Integrating New Toolsand Lessons Learned

Technology continues to expand the options for emergency preparedness. Facilities are adopting mobile communication systems, digital accountability platforms and automated alarms that can speed up notification and reduce confusion. These tools enhance existing plans but must be supported by employee training to ensure they function when needed.

Experience also remains one of the most valuable resources. Facilities that review drills and real-world incidents can identify weaknesses and correct them. Sharing lessons learned across operations strengthens the industry as a whole and helps raise the level of preparedness for all grain companies.

Beyond the Emergency

A complete plan does not stop when the immediate crisis ends. Post-emergency analysis is vital. Facilities should conduct root cause reviews, document what went wrong and make corrective changes. Procedures should then be updated to reflect lessons learned.

Emergency planning should be viewed as a continuous cycle. Preparedness, practice, response, and review build on one another to create a culture of safety that adapts as risks evolve. Facilities that treat emergency planning as an ongoing process rather than a one-time task are best positioned to protect workers, minimize damage and meet regulatory requirements.
